The Command Bunker is under the Governor's Office in Ourea Colony.
The Bunker itself was build into the rock foundations under the colony, and constructed using duranium bulkheads. It was also protected by various other technologies, including multi-adaptive shield systems, which were reverse enginered from some of the technology the USS Voyager brought back from it's journey.
