The Valo System is a system just outside of Cardassian Space. When the Cardassians originally arrived on Bajor during 2318 they began a process, over the next ten years, of forming an alliance with Bajor to slowly gain influence over the government of the planet and establish facilities. They managed to coexist peacefully for this time, however the Cardassians use for the Bajoran people seemed to be limited the Bajor's natural resources. The Valo System is a system just outside of Cardassian Space. When the Cardassians originally arrived on Bajor during 2318 they began a process, over the next ten years, of forming an alliance with Bajor to slowly gain influence over the government of the planet and establish facilities. They managed to coexist peacefully for this time, however the Cardassians use for the Bajoran people seemed to be limited the Bajor's natural resources. The Cardassians became increasingly hostile toward the Bajorans, before annexing Bajor forcefully in 2328.
Following this annexation, a large amount of refugees were suddenly displaced. A large number of these settled in the Valo system. The Valo System is a system of 9 planets. Many Bajoran refugees fled here during the occupation. Valo III was the first planet to be settled. Eventually due to the constant influx of the Bajorans, they then settled on Valo II.
Life in the Valo system was hard. The Bajorans were left with nothing when they left Bajor, or they were off world at the time and couldn’t or chose not to go back. Poverty was common place in almost all the Bajoran settlements. They often struggled to meet even their basic needs. It was during the early 2360's that things started to become worse.
The Federation couldn’t openly help the Bajorans on Bajor, due to the Prime Directive, however they were able to help the various Bajoran colonies that appeared around the Bajoran sector following the displacement of millions of Bajorans. Every few weeks Federation would send relief convoys loaded with supplies. This helped ease the poverty, particularly in the Valo system, where the Federation supplied the local Bajorans with 4 industrial replicators, to help with accommodation and food, which was in short supply.
